ATTN:Beneficiary,

Disbursement of outstanding contract/inheritance fund via international swift transfer.

This is to inform you that the President of the world bank (Mr.Robert Zoellick) has stepped into the disbursement of  your contract /inheritance fund. The instruction to this Board to authorize your payment was given by the President of the World bank (Mr.Robert Zoellick) following intelligence report on contract/inheritance payment he received which revealed that the lower offices and department including some departments of Central Banks with some commercial Bank's in Africa,Euroupe,Asia are engaging in the practice of payment delays through unnecessary use of bureaucratic office processes and imposition of unauthorized fees.

These apart have been allegations that some officials in various offices in Africa,Euroupe,Asia are deliberately divert funds approved with the name of a contractor or next of kin to accounts that were not given by the known contractor / inheritance after the due processing and approval of such payment. To avoid and curtail such, official misconduct and deliberate delay of foreign contractors/inheritance payment under one flimsy reason or the other, the President of the World bank therefore mandated this office to raise contractors/inheritance/lotto winner payment and ensure that such payments are received by the contractor within a short period of five (5) days from the day of notice.

Based on the information contained in your contract/inheritance files and records submitted to us from your fund of origin, your name was in the list of Category "A" contractors whose payments have been verified and approved with the records indicating that your payment has long been over due.The directive from the President of the world bank based on all these findings is that this office should make immediately and uninterrupted payment of your contract/inheritance/lotto winner fund direct from our Treasury. Other offices including Central bank of your fund of origin earlier handling your payment have been advised to hand over to this office to avoid duplication of efforts, though such office may not inform you on this latest development. May even deny it if you ask them for keeping you blind before now so that they will take glory after you receive your over due payment.

With the assistance of this office (World Bank) that they are the one that help you out of your predicament. In respect of this, a meeting was held by this office with the representatives of concerned government bodies in Africa,Euroupe,Asia, during which your file and other information of your payment were submitted. After going through your file a lot of official irregularities, impending stop orders and complexities surrounding the payment were discovered. This office and the concerned bodies unanimously decided and approved that your contract/inheritance/Lotto winner payment will be paid through Bank swift transfer.

Furnish us with your full name and address include your direct phone and fax number to enable us know that we are dealing with the bonafide owner of the said payment.Upon our confirmation of the above details our paying bank will contact you for confirmation and crediting of your fund into account. This process will take 3-5 days for possible crediting of your account.

Yours Faithful
DR HENRY MOON
CHAIRMAN FOREIGN DEBT REVOLUTION COMMITTEE
FDRC Chairman Foreign Debt Revolution Committee

Warning: Beneficiary are advised to adhere strictly to this directive. Any fund beneficiary who ignores this instruction will be doing that at his own risk and should not blame the World bank for non payment.
